The Procurement Specialist executes the strategy and sourcing activities for the assigned categories, as directed by the associate’s manager. This associate gathers and provides business requirements and other key inputs for a site, cluster, function, region or business to the strategic sourcing process.This associate is responsible for sourcing execution which may include bid formulation, execution and analysis, supplier selection and negotiation, contracting, and selected implementation activities including procurement aspects of supplier qualification and implementation. From time to time, the Procurement Specialist may investigate potential new sources of supply in order to ensure a competitive bid process and / or second source of supply.The Procurement Specialist may lead and / or provide support to supplier management activities for criticality 2 & 3 suppliers not managed centrally.The Procurement Specialist handles a wide range of two-way communication with and in support of site or function procurement including, but not limited to approval of new supplier additions, confirmation on pricing inquiries, communication of changes for contracted items in area of responsibility, first level of escalation on supply issues (where applicable, after the planner / buyer), compliance to supplier management metrics and contingency planning.SCOPE OF RESPONSIBILITY10%Represents local or function business needs and requirements in Sourcing team activity, including strategy development, negotiation planning, bid analysis and supplier selection60%Leads local or functional implementation of selected aspects of approved Sourcing strategies, which may include bid formulation, execution and analysis, supplier selection and negotiation, contracting, and selected implementation activities including procurement aspects of supplier qualification and implementation and change documentation / ECO10%Leads and / or provide support to supplier management activity for Criticality 2 & 3 suppliers, including any assigned OEM suppliers, not managed centrally10%Interfaces with external customers around procurement activity10%Supports other local or functional requirements as needed, including acquisition integration and local or functional supply base project activityREQUIRED SKILLS AND KNOWLEDGEContract creation and managementIT Systems - SAP, BW, POP, FSC, SMISManufacturing services and supply chainProcess EffectivenessProduct Development ProcessProject ManagementRegulatory Systems and Compliance including quality conceptsBilingual in English and local languageREQUIREDMinimum five years of work experienceCost management practicesNegotiation planning and executionPurchasing process knowledge including development, execution and analysis of RFI’s, RFP’s And RFQ’s, and electronic auctionsQuantitative and financial analysisSolid purchasing fundamentalsStrategic sourcing process participationSupplier managementSupply market knowledgeSupply market research and analysisAbility to influence without direct authorityWritten and verbal communication skillsProblem solving skills
